The chair of Barangay Herrero-Perez in Dagupan, Salvacion Bravo, has set her foot down against online gambling and promptly recalled a business clearance inadvertently granted by her secretary to a company proposing to establish online gambling in her jurisdiction.
Bravo, asserting that there is a standing policy in her village located within the city center not to allow any gambling activities, cancelled the business clearance issued earlier to T2 RAF Electronic Gaming Station with Rafael Tabora as the registered proprietor.
In a letter to Tabora, Bravo said that her “present barangay administration strongly believes that the existence of gambling activities threaten our residents’ regard for the values of dignified work, perseverance, and thrift since instant monetary gains from such activities are being equated to success, thereby becoming a widespread social menace and source of corruption.”
Bravo clarified that Tabora’s application for a Barangay Business Clearance Permit to establish and operate an electronic gaming business at the Ragtime building in Herrero-Perez was inadvertently granted by their Barangay Secretary who was not fully apprised of the implications of the proposed business.
The barangay chairman has assured Tabora that the P1,000 that was already paid for the Business Clearance Permit and Monthly Garbage Fee through the Barangay Treasurer will be refunded subject to the condition that “you shall return the official receipt and the Barangay Business Plate issued to you for that purpose”.
Bravo’s letter to Tabora was also submitted to the Sangguniang Panlungsod (SP) where Tabora has a standing request for endorsement and application for a franchise from the city’s legislative body to operate online gambling throughout the city.
The franchise application has been referred to the SP committee on trade and industry chaired by Councilor Luis Samson Jr.
The SP has taken note of Bravo’s letter and attached it in the council’s agenda.
At the same time, Bravo also denied the referral made by City Engineer Virginia Rosario to the Barangay Council of Herrero-Perez ordering Tabora to secure a separate Barangay Construction Clearance for the planned construction of an office for the online gaming operation at Ragtime Building.
Bravo wrote to Rosario citing her reason for not granting Tabora the Barangay Construction Clearance.
