ILLEGAL STRUCTURE ON PUBLIC LAND-These reinforced concrete structures are part of a construction project in barangay Malimpuec, Lingayen, on an estimated 28-hectare foreshore land being claimed by Councilor Ramon Bataoil, younger brother of Police Chief Superintendent Leopoldo Bataoil. The construction was stopped by the Municipal Engineering Office for failing to present a building permit. (Punchphoto)
