I’m very happy with Councilor Canto. Please include banning smoking cigarettes and throwing of trashes in public and private places. Based on DOH statistics, foul smelling garbage not collected on time is one of the culprits of air-borne diseases.

May I request our honorable barangay captains to conduct information dissemination in their respective barangays in promoting healthier environments through proper sanitation by proper disposal of garbage?

Mr. Chip,

The issue of the ferry service is not of technical expertise but making the choices and calculated safety risk for the riding public balanced with the financial risk.

The track record of politically initiated projects had been riddled with corruption that overrides the technical and financial viability that is the concern. We all have read the laundry list of SP editor and I do not have to repeat it again.

The Philippines have the expertise to operate, design and build monohaul to twin haul catamarans and even the big super structure at Subic. Daily we read new foreign shipbuilders wanting to build ships and boats in the Philippines; the latest was Hanjin who wants to open one in the south. They come to the Philippine because of our maritime environment, expertise and cheap labor.

A Filipino Company, Aboitiz Group used to buy super ferries from abroad but now design and build them in the Philippines. The boats or ships they build are certified to maritime international codes and they operate their fleet from Batangas to as far south as Zamboanga. I am sure with millions at stake they have a risk assessment team and even a mitigation team even when one sinks because of poor weather.

Besides this company we have super ferry that operates from Mariveles Bataan to Manila with hydrofoil or hovercraft. Since these companies already have the expertise and know-how, the technical team should invite them to our tri-cities for a master plan, unless the project had already been divvy up by our local politicians. We should take this technical team they put together fully accountable for the risk they forwarded to the decision makers- the three mayors.

Here we go again with your cynical attitude on other people’s proposal.

Mr. Carrera, you wrote, ……”catamaran type boat is one of those boat types that has the speed and stability”.

However, a majority of naval vessels plying the world’s ocean ferrying expeditionary forces are mono hulled and could reach the speed of more 45 kph and very stable to boot i.e. super aircraft carriers. I am sure you have seen mono hulled US vessels from the distance from your chair.

If you have that much idle ideas and knowledge to share for the benefit of our country please put your foot forward or else give others a chance to shine.

Partnership for the Philippines progress in small or big ways should be our resolution.

Mr. Chip:

This is to let you know that I am not a ferry boat service operator and I do not pretend to be an expert on monohull boats. I, however also know that “little knowledge is dangerous” from the time I studied engineering up to now having obtain my professional engineering license to practice in one of the jurisdictions regulated by the National Council of Engineering Examiners(NCEE).

Because of my limited knowledge up to now, I research before saying anything, although I came across some of these things having been a consulting engineer and designer of marinas, shore facilities, and tourist related facilities.

That is why I know when I said the speed (which I computed) required for the ferry service that is proposed for Pangasinan is not the usual speed for a monohull boat, a catamaran type boat is one of those boat types that has the speed and stability.

The plan is ambitious, but I wonder if there will be enough tourist traffic to support it to be economically feasible.
