Mr. Ramos:

Raising the road instead of solving the flooding is different than designing the levees and hydraulic structures to protect an area from flooding.

Obviously if you are an engineer that understands this matter, you will not pursue this argument to this extent, and it is useless for me to continue arguing with you in this forum.

Your mindset that learning is done only by traveling is something that I will not argue with you. It is your choice.

Anyway, you are free to tell this forum of all your travels

The Japanese engineers are great copiers of the western technology and look at them now, 2nd largest economy after the USA in the world.

NASA scientists are dreamers and travelers and we in the mainland are beneficiaries of these frivolous and “bizarre” ideas.

Engineering may not be the first solution to the flooding of our beloved city.

I hope the first questioned asked are the ones that would not involved major expenditure. Could a change of doing things alleviate the problem? Will the mining activities from the highlands, or lumber industry be able to help and had they been consulted? How about the fish pen operators from blocking the waterways? Lastly how about the people who indiscriminately throw trash in the drainage?

I know I did not ask all the questions here but this brainstorming should have happen. I work in the aviation industry and I am required to look for policy change or operational change before I could look for engineering design changes which always cost a lot more money and time.

 It is easier to change operational manuals by shutting a few engines during taxi operation in saving fuel than to change the million dollar engine.

It is easier to train people not to throw residual fuel on the ramp than to build catchments and sample areas.

But then, without big dreams or big projects, the commissions will not be able to attract or “gulat” people. The chain will not be fed and it may break.
