Ms Jara,
You hit the nail right on the head with your statement, "What we need is a deeper cultural change".
And it should not be just a change in attitude towards dogs and pet care either but moving the society towards 21st century attitude as a whole. It will be a daunting task we all know but there is nothing to lose in trying.
