Regarding Mayor Resuello's cracking whip on delinquent employees he should also instill, "Produce or get reduced".
Better yet, since each department head has his/her budget, individual employees shall perform under a project number to market and sell their shared services.
Oooh… I could already envision people in bed with one another to hoodwink the system. Lotsaluck, Mayor!
