HIGH TIDE IN DAGUPAN—With Dagupan City's elevation at one meter below sea level, flooding on Arellano Street fronting the Region 1 Medical Center, spawned by high tide and rain is a common occurrence. The residents of adjacent Dior Village (below) bear the brunt of the flooding like what happened last Friday at the height of typhoon 'Dodong'– (Punchphoto by Ray Zambrano)
