The Koreans did it and succeeded

Mr. Van S. De Leon:

Your suggestion about tapping the enormous resources from the training and experience of overseas Filipinos was done by South Korea in late 70's to the 80's until it became an economically stable country. Those Korean technical workers, engineers, educators, doctors, nurses, executives, and entrepreneurs who worked overseas were interviewed by the Korean government and national televisions. Their brains were picked up and put to good use.

In the Philippines, the Government picked up the brains of the "pabongga" association's officers and the different alumni associations whose purpose is mostly to show off. There are many Filipinos with great achievement who can contribute a lot towards the development of the country but unfortunately are not welcome.

For the ERMIN GARCIA SR's project, I believe that there must be an sponsoring organization or resolution from the city government, proper site must be identified and the necessary legal document of the site secured from the government, and the design, the funding and construction will just follow.

I believe this project is a worthy endeavor and it is an honor to be part of it.
