An innovation in perspective

Under the scheme of a BOT (build, operate, transfer with no single centavo put upfront by the ruling gurus), doubted by critics the contract is rigged, and where conquer and divide animosity rages on in the city council and the city engineer's office, what can I say.

For the sake of fair play and camaraderie, get that permit, Mayor Lim. This is a piece of document that insures the project complies with health, life and safety code, the property setback and that the project doesn't overlap with the city easement of any kind, plain and simple.

To invoke a copy of the council's resolution as a requirement, that's something irrelevant to the issuance of that permit. That's a mix-up of politics and common sense policies.

It's fair enough for MetroState to make some profit at 10% return to recover its expenses at this time of too many uncertainties. MetroState is a willing tool, a financial anchor to transform Dagupan into a dream city we can be proud of.

To the newly elected Mayor Fernandez, I suggest make a BOT partnership with MetroState to rebuild, reconstruct and reengineer city roads, bridges and highways by widening and repaving them. Or let MetroState design a smokeless incinerator to solve the dumpsite project in limbo and use the by-product for repaving roads (successfully done in many progressive countries).

In addition, MetroState should study the traffic loop route of travel within city limits of one direction to solve the disappointing traffic congestions in the city proper. All passenger jeepneys coming from outskirts to unload at main boulevard crossings and turn around back on the same loop. Tricycle and privately owned will ply only main thoroughfares. Truckers to ply city streets during the night.

This is innovation in perspective.
