WTF? Clowncillor Teofilo Guadiz III appointed as assistant secretary of DOTC? Gloria "Labandera" Arroyo is the prime example of incompetence. Why the heck would she let someone of questionable integrity be in any position to steal more?

I have to disagree ]with you with your statement: "Dagupan city councilors are responsible adults". Responsible to their own agenda and pockets maybe, but certainly not to the Dagupan city people.
Case and point: It has been claimed that they passed a resolution authorizing the construction of the Magsaysay project. [...]
