A prophecy on jueteng?

When the good Doctor of Divinity, Oscar V. Cruz said, "Vatican of jueteng", it's safe to assume the Philippines, as the seat of this social monster in Roman Catholic terms. But what really broke the camel's back is why associate the Vatican to make a point?

Vatican came from the Latin word…vatic…which means prophetic or oracular. Was Rev. Cruz implying jueteng is a prophesy waiting to happen? His advocacy, a sham? An excuse for the shortcomings of the church?

If so, jueteng is a done deal. Could be slowed down its progression but eradication. It got a life. Legalization? What else is there?
