Need more details on proposal

Mr. Van S. de Leon, your proposal to install a think tank in Pangasinan is great however; I do have reservations on the percentage being proposed. It is huge… it is equivalent to my state property tax and plus, you did not indicate what type of people will be in the board members and what clout do they have. Are you going to file with the US federal government so our contribution will be tax deducted? Which financial institution will be the guardian of the funds? Please give us more of your "scheme".
