What we are seeing in Dagupan is not democracy in action, it's autocracy gone wild. The usurpation of legalities by a few bureaucrats like the likes of legal chicken Din Din Baniqued makes the City Clowncil meaningless in the promulgation and enactment of city laws. Check this out. The flawed interpretation of the law…Local Government Code… which undermines the authority of the SP can only be done by an arrogant legal chicken Din Din Baniqued, with the tacit approval of the clowncil majority and the willing ears of the Benjie.
My post on 10-13-06 addressed this parking issue why this towing company can tow vehicles and issue tickets at the same time. The worse scenario this "contracted" company has done was collect monies for the violations incurred. What can of contract did JDL sign? I suggested then that all violation payments should be paid at the treasurer's office which has the power to do. The smell of graft came to the open on 10-10-06 when a gentleman named Edwin Coquia went to the Punch to report such incident. The wheel and deal happened when Edwin Coquia had a discount of P300 pesos out of P1000 pesos from the penalty of the violation. And lo and behold, the receipt was issued by JDL Motors not by POSO (Public Order and Safety Office) which managed the implementation of traffic rules.
The only way to eliminate the Benjie autocracy, have a check and balance in Dagupan, is to have new faces, fresh air and a beginning. Anybody but the Benjie and his ilk. Throw them out! Absolute power corrupts absolutely…….Lord Acton
