Inquiry on absentee voting

Is there such a thing as an absentee ballot in the Philippines? In the US, we can still cast our ballot if we know we won't be around on Election Day, as long as we're registered and if we apply within 30-7 days. Who can register to vote in the Philippines? Is there a residency requirement, and for how long, if any? Those who are dual citizens (Phil./US), can they register to vote? I've tried going through Phil. consulate in San Francisco. I think it's easier and faster getting a dual citizenship than getting an answer from this office via e-mail or voice mail.
