A building code on window grilles

Dear Ermin:
Your column “In the spirit of Christmas” regarding the Honorable Joe De Venecia reminds me of the tragedy that caused the death of her daughter KC. I hope the good Speaker will accept a suggestion that may save MANY lives in the future in memory of his daughter. I read the entire newspaper account of the tragedy especially the details why she was not able to escape and why the fire department personnel were not able to save her.
My suggestion is simple: Enact and enforce a building code requirements on window grilles-MUST BE OPENABLE FROM THE INSIDE WITHOUT THE USE OF A KEY AND THE CLEAR OPENING MUST BE MINIMUM OF 30 INCHES WIDE. I must emphasize that I fully understand the reason of the present designs of window grilles in the Philippines, but it lacks the function to allow anyone inside from escaping during emergency. The outstanding leadership of the Speaker will easily make this amendment a part to the existing National Building Code. The KC de Venecia Foundation can conduct a nationwide grille design contest, although there are plenty of design engineers, architects and inventors that can readily provide the design of compliant grilles.
