GUADIZ ADOPTS BANIQUED’S POSITION

Conscience bloc votes ‘No’

AFTER a lengthy debate that lasted more than five hours, the Sangguniang Panlungsod finally passed a resolution granting Mayor Benjamin Lim the authority to enter into a contract with the winning bidder that will construct an P84 million tourism park building at the Magsaysay Park in front of city hall.

With a vote of eight affirmative, two negative and one abstention, the draft resolution of Councilor Nicanor Aquino allowing the controversial project to proceed finally passed the legislative mill.

The affirmative votes came from Councilors Teofilo Guadiz III, Nicanor Aquino, Vlad Mata, Danilo Torio, Librada Reyna, Luis Samson Jr., Eric Muñoz and Charise Perez, Councilors Farah Decano and Jose Netu Tamayo, both lawyers and known to be part of the council’s conscience bloc, were the only two who voted against the resolution. They disagreed with Guadiz’s claim that the bidding substantially complied with the law.

Only Councilor Michael Fernandez abstained and did not explain his vote.

THE Office of the City Mayor expressed elation over the passage of the resolution authorizing the city mayor to award the controversial Magsaysay project to a contractor on the basis of a committee report submitted by Councilor Teofilo Guadiz III but was careful not to be perceived as gloating over its triumph against Vice Mayor Alvin Fernandez.

This was pointed out by City Administrator Rafael Baraan as members of the city council were divided amid a “conflict of interest” issue between the legislative and the executive branches over the city mayor’s determination to proceed with the development of Magsaysay Park.

Baraan said the executive department was extremely pleased with the committee report of Councilor Guadiz, chairman of the committee on laws and ordinances, finding the documents submitted by city legal office to be in order showing, that there was legal basis for the conduct of the bidding and the awarding of the P84 million build-operate-transfer contract to Metrostate Realty Development Corporation.

INFANTA- Six days after the sea tragedy off  the South China sea occurred, 126 of the 166 fishermen who were thrown overboard after 35 fishing boats were hit by huge waves while fishing in the south China sea  west of Pangasinan, have been rescued.

A text message of Police Regional Director Chief Supt. Leopoldo Bataoil on Friday afternoon meant that only 46 of the fishermen are still missing.

Bataoil, quoting a report relayed to him by the Tactical Operations Center set up by the Pangasinan Provincial Office in Infanta,  close to the Zambales border, said the search and rescue operations that started since Monday are still on-going.

As chairman of the Regional Disaster Coordinating Council, Bataoil ordered the rescue and relief operation to continue in the area.

The survivors as of Friday include 99 from Infanta, 9 from Bolinao, nine from Agno and six from Dasol.

During the holiday season, eat Iechon in moderation because of its bad cholesterol and eat more bangus because it has good cholesterol!

The is the advice of  Dr. Jesus Canto, hospital director of government-owned Region 1 Medical Center based in Dagupan City,  to holiday-makers as he noted the increasing number of patients flocking to the hospital complaining of dizziness or high blood pressure during the holidays.

“Most of   the food prepared for Christmas parties like lechon and pork barbeque, are rich in bad cholesterol,” Canto said. He said the people’s over-indulgence in these foods, aggravated by lack of sleep cause these health problems.

He advised people to exercise when they had too much meat intake of meat particularly lechon, in order to burn the calories.

Opposition Congressman Alan Peter Cayetano of Taguig-Pateros in Metro Manila will be the guest of honor and speaker during the ‘Barangay Night’ of the city fiesta on Dec. 27 in lieu of Senate President Manuel Villar.

Cayetano, son of the late senator Renato Cayetano, was invited by Mayor Benjamin Lim as the city’s special guest.

A possible member of the opposition senatorial ticket in the May 2007election, Cayetano led the opposition in the filing of the second impeachment against President Arroyo and the fight against the convening of the Constituent Assembly without the senate.

Recently, his expulsion from the House has been sought by the First Gentleman Mike Arroyo, his sons Congressman Mikey and Dato, and brother Congressman Iggy.

Meanwhile, City Director Expedita Callantra of the Department and Interior and Local Government (DILG) was appointed by Councilor Librada Reyna, the fiesta’s hermana mayor, to chair the “Barangay Night”.

Pangasinan officials affiliated with Biskeg na Pangasinan commended the majority congressmen under the leadership of House Speaker Jose de Venecia Jr.  for deciding to abandon their plan to convene the Constituent Assembly without the participation of the Senate.

The commendation was contained in a resolution signed by 19 mayors, 16 vice mayors, four provincial board members, and 10 municipal councilors and the vice governor last December 15 during their Christmas party celebration with the members of local media at Inn Asia Hotel in Dagupan City.

Biskeg’s founding chairman and president, Undersecretary for Local Governance Antonio Villar Jr., said “It is our way of showing how much we love the speaker who is a great son of Pangasinan.”

He said the group has taken the cudgels for the Speaker noting the criticisms of the latter’s political detractors despite his “supreme sacrifice to bury the Charter Change through Con-Ass mode” he had long advocated.
