Encouraging the number one "onor-onor" clowncilor Guadiz to be the watchdog on these illegal activities along the Pantal River is like leaving your car keys on the ignition and the doors unlocked. Nothing will change but they would proliferate like those fish pens that dotted the watery landscape and out of control.
I can say with outmost certainty the profits that can be squeezed out of these vicious crocs who know when to drop the political grease to their advantage. This corruption, I am not sure, if it started on the Benjie's term can be seen on the most notorious of them all.
The Five Star hotel beside the Bugallon bridge and the Pamma's at Perez Blvd. The hotel, I checked it out, is twenty to thirty feet into the river now being used as parking space for its customers and the front rented to a motorcycle salesman. With Pamma too, he cannot expand in front so the only way is the back. And why they got away with it? Because Dagupan politics is open to be ransacked and you have vandals galore that will make the old Roman Empire to shame.
