Bring in mall investors

Mr. Lim could not attain his dream that Dagupan City will become the premier city in Region I unless his selfish motives are not removed in his mind particularly for investors in putting up big malls like SM, Robinsons, etc.He should amend the law in this city prohibiting big-time investors coming from Metro Manila (if there is any, which I think there is, during the time when Belen Fernandez was a member of the city council).
These big malls attract people, local or foreign, spur spending activities that result in a better economy.
