To Councilor Jose Netu Tamayo:

Your proposed ordinance regulating the students’ organizations or clubs is a good step to curtail violence or delinquencies among our young citizens. However, we all know that most of the members of certain fraternities, clubs or organizations come from wealthy families. We also know that when it comes to implementation of the law in the Philippines, the "have nots" are mostly losers and the "well to dos" have an edge. We all know that "Compadre System" takes effect when it comes to prosecutions and handling cases.
In the 1960's the famous "Dalton Gang" dominated not only U-Pang but the entire City of Dagupan and their members were prominent people from layers, instructors, business owners, students, etc. They instilled fear among students. They have lawyer members who protected them.

Mr. Tamayo, your proposed ordinance sounds good; I hope that when an organization member breaks the law (regardless of their social standing), a just punishment will be applied.
