Was Cebu trip necessary?

Barangay Seminar:

Seminars are good to enhance and update one's knowledge or capability especially if one is in a remote place like me although the present technology can in some instances overcome that factor. Attendance of a seminar is a must because of the constantly changing world. There is no problem about their intent and purpose if indeed the attendees really went through the seminar and learned. The number of attendees and the nature of the seminar though seem to indicate that it is cheaper to invite those conducting the seminar to conduct the seminar in Pangasinan instead of attendees going to Cebu. If the seminar involves on-site demonstration of actual livelihood or sustainable development projects "available only in Cebu", then the seminar site is justified.
