PANTAL BRIDGE GROUNDBREAKING - President Gloria Macapagal-Arroyo lowers the time capsule during the groundbreaking rites for the 380-meter long Pantal Bridge in Dagupan City. Assisting her are (L-R) Rep. Generoso Tulagan, Public Works and Highways Secretary Hermogenes Ebdane, Jr., Gov. Victor Agbayani, Speaker Jose de Venecia, Jr., Immigrations Commissioner Alipio Fernandez, Jr., and Japanese Ambassador Ryunchiro Yamasaki (in coat and tie). The bridge is a vital component of the Dawel-Pantal-Lucao circumferential road now under construction. - PIO
