Make lot-owners accountable

This is one of the biggest concerns in our surroundings, CLEANLINESS. This is something that must be taught at home and at school. People throw their trash wherever they may be at. It is a very sickening sight when they do just that. An empty lot in a neighborhood will be filled of trash because people turn it into a dumpsite. Owners of this empty lot must be held accountable for this unwelcome sight. Not cleaning up after their pets is another one. These are just example that makes our environment unhealthy. School of FLIES is everywhere. What is the solution to combat this problem? Education? Fund? Thanks Miss Eva for this article.
