WAGE ISSUE - Department of Labor Regional Director Guerrero Cirilo, chairman of the Regional Tripartite Wage and Productivity Board (RTWPB), expresses his optimism in a talk to newsmen that the wage board can decide on the new wage issue soon after completing the series of consultation in the region. The consultation meeting with labor and management in Dagupan City was held last Tuesday.

RTWPB: Wage issue up by month’s end

MEMBERS of the labor sector in Pangasinan sought a P20 increase in their daily take-home pay but management sector seems unwilling to grant it.

    Elmer Licayan, representing a labor union at the Pacific Farm in Bolinao, called for P20 percent daily wage hike to be added to the basic pay and not to the Cost of Living Allowance (COLA).

    Licayan pointed out that the P20 increase should be added to the basic pay because the latter is used as the basis for computing the workers” Christmas bonus.

    But lawyer Cesar Junio, representing both labor and management that comprise the Regional Tripartite Industrial Peace Council which he heads, called for P12 increase.

LINGAYEN - A Children’s Code will be soon be adopted in the province.

This assurance was given by Vice Governor Oscar Lambino at the end of the First North Luzon Children’s Summit held last July 4-6.

The code will be “the legacy of this administration to the province for our children,” he promised in response to the challenge of the United Nations Children’s Fund (UNICEF) country representative Dr. Nicholas Alipui to the lawmakers “to redouble their investment in early childhood care”.

Alipui told the participating lawmakers that there are four best gifts they can give to the children, namely: The Local Development Plan for Children, the Investment Plan for Children, the Local Code for Children and the State of the Children Report from the different chief executives.

DAGUPAN CITY- A 10-hour blackout hit central Pangasinan last Tuesday in spite of the presence of two big power plants in the province.

Fortunately, the blackout was a scheduled interruption for maintenance and upgrading not an indication of an existing deficiency in the power infrastructure servicing the grid.

According to Dagupan Electric Corporation’s Engr. George dela Cruz, sub-station operations section head, the 10-hour power interruption was due to the commissioning of the Labrador 100 mega volt ampere (MVA) substation by National Transmission Corporation (TransCo), transferring  57 LR4 (line 4) from 50 MVA to 100 MVA, and facilitating line maintenance along the Labrador-Binmaley-Calasiao 69 kilovolt  (KV) line.

He said Decorp, a distribution facility, is dependent on TransCo to deliver the power supply from the National Power Corporation.

A maintenance upgrade is done twice or even thrice a year, dela Cruz said, and last Tusday was the first this year.

STA. BARBARA–Three persons believed to be members of a gang responsible for a series of robbery-holdups along the highways in Pangasinan during the past months have been arrested.

Supt. Mateo Casupang, chief of police of Sta. Barbara, said the suspects were arrested after they held up three persons in the early morning of Friday in barangay Tuliao, Sta. Barbara while waiting to board a bus bound for Manila.

 The suspects, all members of the so-called “Bonnet Gang” were riding in tandem on a motorcycle that was later verified from the Land  Transportation Office in Dagupan City to have been stolen and registered in the name of a couple.

A subsequent operation conducted by the Sta. Barbara police and from San Carlos City and Basista later that day led to the arrest of Crispin Payopay, 32; and Reynante Peralta, 24, both of San Carlos City.

The two named their companion as Orlando Malicdem, 36, who was subsequently arrested by the police at their safehouse in Ambrosio St., Poblacion, Urdaneta City.

BAD habits are simply hard to break.

The Sangguniang Panlungsod last Monday again failed to convene when only six councilors showed up for the regular session.

The SP already failed to meet two weeks ago for lack of quorum.

Recorded present last week were Acting Vice Mayor Michael Fernandez, Councilors Farah Decano, Danilo Torio, Jose Netu Tamayo, Alex de Venecia and Charise Perez.

 Absent were Councilors Librada Reyna, Teofilo Guadiz III, Luis Samson Jr., Vlad Mata, Nicanor Aquino and Eric Muñoz.  Decano, the presiding officer, banged the gable adjourning the session after the secretary reported the lack of quorum.

The Office of the Mayor rebuffed one of its closest allies and presented a document for the planned retrenchment of city employees entitled the “2006 Revised Organizational Structure Staffing Pattern of the Dagupan City Government” to the Sangguniang Panlungsod.

Councilor Teofilo Guadiz III, chair of the committee on Good Government in the SP, turned red in the face when the document was presented, indicating that the administration of Mayor Benjamin Lim is, indeed, bent on retrenching workers and persuading the old-timers to opt for early retirement.

This belied Guadiz’  earlier assurance made to the city hall employees that the planned reorganization in the city government will not lead to any retrenchment  but only a realignment of positions based on workers  qualifications.

Guadiz was taken aback by the new staffing pattern presented by the Mayor’s office which he said is contrary to SP Resolution No. 3815 that adopted the management evaluation and reorganization study of the city government prepared by the University of the Philippines.
