THE Dagupan City council blinked and appears conciliatory to the proposal seeking to regulate, monitor and control activities of fraternities in the city.
From what appeared earlier to be a firm and non-negotiable position, Vice Mayor and Sangguniang Panlungsod Presiding Officer Alvin Fernandez has called on the public to give their suggestions on how the SP should approach the issue.
Last week, Fernandez said the city council cannot enact an ordinance banning fraternities, invoking the bill of rights in the constitution that states that it is the people’s right to form lawful associations or societies.
But this time, breaking from his hard-line position, he asked the schools to help the council by providing him initially list of fraternities in their campuses, their activities, their respective members and how these schools are monitoring these fraternities.
Fernandez also asked for a copy of each school’s policies on fraternities, particularly in matters of security and discipline, and assessment of character of fraternity members for the city council’s reference. Read more

STA. BARBARA - Be warned. The crime syndicates have become more brazen in the commission of their crimes.
About 10 unidentified fully-armed men who posed as lawmen wearing “SWAT (Special Weapons and Tactics)” uniforms swooped down on the CSI warehouse in barangay Matic-matic here at 8:00 p.m. of May 30 and carted away more than P267,000 cash money and checks and a Starex van.
In a related development, the same Starex van was used by the same group that staged the P11 million robbery at the Philippine National Bank last Thursday in Cainta. It was later abandoned and found by pursuing police.
Investigation by the police led by Supt. Mateo Casupang, the town police chief, showed that the suspects forcibly entered the warehouse compound on board a black Isuzu Trooper with plate number XBU 477 and disarmed the five security guards on duty. Read more

EXPECT tricycle fares in Dagupan City to go up soon.
Based on ordinance approved by the Sangguniang Panlunsod, the new fare structure will be P7 minimum and P2 for every kilometer in excess of four kilometers.
The revised tricycle fare proposed by Councilor Vladimir Mata, chair of the committee on Public Works and Utilities, was finally approved after 3 months of deliberation.
The proposed increase was sought in a petition by members of the Dagupan City Tricycle Operators and Drivers Associations who complained against the continuing escalation of oil price and spare parts.
Mata said a fare matrix will be posted on a conspicuous area inside the tricycle, specifically on the inside front passenger cab windshield to protect passengers from being overcharged.
Discounted fares for students and senior citizens are also included in the ordinance in compliance with Republic Act No. 7432.
Mata said the last fare hike for tricycles was three years ago, hence an increase at this is timely. Read more

WHILE Malacañang Palace was quick to deny the lack of classrooms, the local officials of the Department of Education here have already expressed fears of a critical shortage if there is increased enrolment in public schools this year.
This was stressed by an official of the DepEd’s City Division Office who could not, however, provide any data on number enrollees as of press time as enrollment is still going on till July.
Socorro Ramos, Education Supervisor I and Officer-in Charge anticipated that lack of classrooms would be the problem if there will be an increase of enrollees this year, both in high school and elementary levels.
But so far, Ramos said her office still has cannot firm up the numbers as many pupils are still enrolling to date. Read more

LINGAYEN - The Pangasinan Anti-Drug Abuse Council is set to conduct series of lectures in school campuses.
This was disclosed by Vice Gov. Oscar Lambino, executive director of PADAC, stressing the necessity of anti-drug lectures and symposia targeting student population.
Lambino cited a calendar of activities and venues for the lectures and symposia.
Lambino said PADAC will pursue the activities will be pushed province-wide notwithstanding their shoe-string budget.
PADAC has appealed for help from local government units, Municipal Anti-Drug Abuse Council (MADAC), City Anti- Drug Abuse Council (CADAC) and the Barangay Anti - Drug Abuse Council (BADAC).
He said DepEd provides the opportunity to help inculcate to the minds of pupils, students, the importance of drug awareness and the ill effects of drugs. - A.P.E.

WITH the opening of classes on June 5, expect snatching, pickpocket, unprovoked assault, robbery hold-up, theft inside boarding houses and offices, among other crimes, to rise.
Public Order and Safety Office chief Robert Mejia issued the word of caution during the joint meeting of City’s Peace and Order Council and Educational Council last Tuesday.
Mejia said empirical data show that all these crimes happen between 10 a.m. to 12 midnight, specially along A.B Fernandez Avenue and other major streets.

MANGALDAN - Not too fast!
The Sangguniang Bayan deferred the approval of a proposed resolution commending the town’s police for the alleged success in their campaign against illegal drugs here, calling it premature.
Councilor Jessie de Guzman was supported by his colleagues in the SB when he sought the deferment of the passage of the resolution sponsored by Councilor Judith Gubatan.
De Guzman said the commendation to Supt. Segundino Adaliga, chief of police, is still premature considering the fact that the resolution still has to be studied thoroughly to avoid any possible embarrassment after it has been passed. Read more

Have dolphins found a playground in Dagupan City’s coastal waters?
This raised some speculations after two dolphins with bullet wounds were found beached, last May 27, even as three more were sighted swimming from a distance.
One later died while the other managed to return to the sea after being treated.
According to Dr. Westly Rosario, Bureau of Fisheries and Aquatic Resources (BFAR) center chief here, Emma Molina, the city agriculturist reported to him about one wounded dolphin which was kept inside an empty fish cage in Bonuan Sabangan here. Read more
