Balikbayan Project is a good idea if the collected funds would be used in a project that helps people to uplift livelihood there. Officers disbursing the funds should be audited. Let the project start, then let us judge or evaluate the outcome of the project before we criticize.

The Rizal Law (Republic Act 1425) I think, is still in effect. Although its implementation is another matter.
