Dear Mr. Delfin,
The records of the city¹s finances is with the commission on audit. It is a separate government entity distinct from the City local government.
And records therein are public in nature and are open for scrutiny by anyone. And if you can particularize and identify what item in the City finances you wish to know then, I am sure the City Auditor can help you.
With respect to finances and appropriations that came about out of legislation, the better man who can help you is the chairman on appropriation from the Sangguniang Panglungsod. Please understand that it is a matter of courtesy that the councilor in charge should address your
concerns. This is the reason why, when commented about the pay parking ordinance sponsored by the chairman on peace and order, your comment has to be related to and has to be addressed by the chairman himself, considering further, that the proposed pay parking ordinance is still pending on second reading and has not yet been decided upon. The other ordinance that crop up is on absenteeism that was authored by another councilor, hence the comments, for courtesy, has to be addressed by the author thereof, to his credit.I perfectly understand that you are standing on behalf of the people, and as I answered way back before po, you can come home to Dagupan or anyone interested can come home and see any document regarding city¹s finances or, that you can write the proper government official in charge.
Yes sir I am getting paid out of the taxes of our people for which I am thankful. But my conscience is clear and I am just doing my job to seek and solicit the comments in re the ordinance that I propose to entice influx of capital investment to work like a ripple-in-water that may possibly solve some of our problems home including unemployment.
