Bear with me, I am not done yet. Thinking about this wild-and - high-flying Tamayo proposal there are things that came to mind.

Like I said; the chronic absenteeism of the members of the City Council is well known. How can you deliberate on the mechanics of your proposal when there is no quorum, the chamber is half full or empty most of the time?

Now, look at us, straight in the eye and tell us where in this world you penalized members of a governing body to encourage attendance? Why do you need a cattle prod to keep these members moving? Do you mean that you take the people of Dagupan for granted, that you can do anything you want because their votes were bought and sold to the highest bidder? Unbelievable it may seem, it is your duty and obligation to do service to the people you were voted on to represent.

Let me tell you what¹s eating on my craw for a long time. Inasmuch that you surface eventually to receive the blows of criticism I am going for it. This thing on sabbatical that are granted to  members with their regular pay from the city government, how can a member of the City Council be granted leave of absence ­ for a year, yes, Councilor, for a year with pay? This not only absurd, it boggles the mind.

Sabbatical ­ relating to or the characteristic of the Sabbath. This privilege, I am telling you Councilor, is only granted to the academia. It is a year¹s leave, with remuneration granted by some institutions ­ not all institutions, let me be explicit here - to study, travel or do research. Did your members fall in these parameters?

I am not surprise thinking what your illustrious City Legal Officer Baniqued during that parking fiasco, when she said and I quote; “ they (council members) knew what they are doing they are lawyers” unquote. Well, did she mean lawyers or abogados or should I say; “abogagos”?

Again I strongly reiterate, type that damn thing, get signed and be done with it or table that crap and forget about it. We are not interested.
