There is no such thing as a “state of national emergency”. The constitution grants the president the power to call in the armed forces to suppress any form of lawless violence and rebellion. in other words, such power need not be preceded by any declaration. The declaration itself serves only to inform the public. Thus, the issue should be: was there a factual, unexaggerated, and truthful basis that constituted “rebellion” and “lawless violence”? If the answer is yes, then lusot si GMA. But if the answer is no, malamang lulusot pa rin sya. In the Philippines, money talks. Kung di makuha sa pera, eh di sa appointment.
