Attention Archbishop Cruz:  According to police report the gambling activities held in public plaza of Mangaldan is legal because of a resolution passed by the sanggunian. As a layman, I don’t understand how an illegal activity can become legal just because there is such thing as resolution passed. Does that mean that jueteng in town can also be legalized as long as the local sanggunian pass a similar law legalizing it? Just asking.
