I, too, have been to Singapore. I agree with you in that you cannot compare the Philippines with Singapore. Thank God!  People in the Philippines are not caned (beaten) with a bamboo rod for minor infractions of the law.  The Philippines does not throw people in jail or fine [...]

For Mayor Amadeo Perez Jr., to re-evaluate the performance of city employees is a gutsy move. 
 
Retrenchment is a euphemism for downsizing which is absolutely necessary in the city bureaucracy. Non-performance of some employees in a bloated payroll must be cut for efficiency.
