I am the (Guy) Solis referenced in this article. It is true that complaints to the city administration in behalf of the Solis family have been made about the unauthorized and illegal use of our property in Bonoan Boquiq as a dumpsite by the City of Dagupan. In fact, demand was made of the city to cease this activity beginning in early 2003 when I personally met with Mayor Benjamin Lim. Now that the matter has become more urgent, some of the refuse has been moved and the city has made an offer to purchase a portion of our property amounting to 20000 square meters for one-fifth of its fair market value more than three years after the problem was brought to Mayor Lim’s personal attention.
We, the Solis family are open to reasonable discussions about a resolution of this problem that include either a buyout of our property for fair market value which is PHP 1000 per square meter as acknowledged by city officials including City Legal Officer Geraldine Ubana-Baniqued as well as City Waste Management Officer Reginaldo Ubando or cleanup and remediation of the property to ensure that the water table and soil are cleansed of toxic pollutants.
After all, since the city is responsible for this problem it should be up to the city to correct this same problem.
Finally, responsibility for this matter rests with me.
