Victim's kin back out due to religious belief

If a victim’s family refuses an investigation into circumstances of his death, what is the police to do?  This is the dilemma of the Dagupan police when members of  the  family of a fish vendor slain last Oct.2 at about 4:00 p.m. at the Dagupan City Fish Market have refused to cooperate in pursuing the case against the suspect invoking the dogma of their religion. The family of Jehoven  Caquesta who was shot and killed  by a lone gunman while he was selling fish belong to Jehovah’s Witnesses opposed the move to seek  justice in a court of law because they believe only God can dispense justice
