My City:  Reinventing  Dagupan City

The administration of Mayor Benjie S. Lim thru Raffy Baraan - our City  Administrator - has finally put a stop to hiring and promotion of employees as embodied in the Sangguniang Panlungsod Resolution No. 3815-200 authored by Councilor Teofilo “Jojo” Guadiz III. This directive was  made in order to overhaul the policy of utilization  of human resources of my city and to determine who’s performing according to expectations & who are  not.

As of now, the biggest problem of my city is the proliferation of MBA holders (May Backer Ako) in the City Hall where everybody is the boss.

It’s about time we put a stop to patronage of politics in my city.

When our city hall employees made a balik-aral in Marikina City this year, they found themselves embarrassed having seen how public governance should be.  Our benchmark for comparison for public service should be the cities of Marikina, Baguio, Naga, Olongapo, Cebu and Makati.

It has been finally decided that all positions in the City Hall will be declared vacant in consultation with the Civil Service Commission, where:

1.)     Everybody is free to apply for any position in the City Hall, citing the reason why he/she is the best among the others.

2.)    The present employee should re-apply and explain his merits & accomplishments on   why he is still the best & need not be replaced.

In short, there will be a fierce competition among the applicants and the present occupant of each post. Residents of Dagupan will be given priority. After  an extensive search fails, only then will a non-Dagupeño be considered for the job. Charity begins at home

 I strongly suggest that an independent panel of competent professionals coming from the business community, civic clubs, NGOs & the media be created to (A) review the resume of every applicant and (b) conduct the oral interview which will be carried live on our three (3) cable TV stations for the public to know especially on the Supervisory & Managerial positions which carry premium pay & perks. The selection of the best & the brightest should be transparent.

 On the part of the City  ——

 ——  the “pay” should be at par or  better than those being offered by GLOBE, PLDT or Top 1000 corporations of the Phils.  We can afford it.  This is an investment in human infra. If the pay is not attractive, then we can’t expect the best and brightest to apply. This is basic economics; martyrdom has no place in this world today.

 ——  the “golden parachute” should be readied for those who would like to retire early.  My guestimate is 20% percent of our city hall employees are just going through the motion,  just waiting to hang their gloves. Let’s train them to become entrepreneurs as a part of the retirement package, and let go of them. We need fresh legs for our team, who are enlightened and can cope with the speed of change.

 I am very happy that at last, we have taken the bull by its horns.

 In the academe, we call this the  “REINVENTING THE GOVERNMENT” (or in layman’s term, “shape up or ship out”). May the good Lord bless us on this major undertaking.  AMEN.
