Lifting of memoratorium on death penalty sought

URDANETA-Former Board Member Alfonso Bince Jr. blamed the rise of heinous crimes in the country on the moratorium imposed by President Gloria Macapagal Arroyo on the death penalty.
Bince, a lawyer, believes that President Arroyo should not have acceded to the request of the Catholic church for a moratorium on the death penalty.
