City's diligent and laziest dads listed

Who are the most diligent and the laziest among the councilors of Dagupan since their election?

Based on attendance records of the Office of the Sanggunian Panglungsod of Dagupan City recently released to the local media, for the period July 1, 2001 to August 19, 2002, the five most diligent, having attended the most number of regular and special sessions that totaled 73 were:

Fausto Cuison, 70; Farah Decano, 67; J.Netu Tamayo, 66; Juanito Almonte, 64; and Danilo Torio, 63.

The other councilors who fared  poorer  in their attendance performance were Vladimir  Mata, 62: Conrado Matias, 60;  Michael Fernandez, 58, Cesar Reyna, 57; and Teofilo Guadiz III, 42.

Councilors Fernandez and Reyna registered the second highest number of absences, with 12 each, in regular sessions after Guadiz's 20. Councilor Matias had the second highest number of absences in special sessions with 5 absences after Guadiz s 11.

Councilor Guadiz, who was absent in 31 regular and special sessions combined, was also recorded to have been absent six consecutive times, a violation of the Local Government Code that could lead to his suspension or removal from office. Vice Mayor Alvin Fernandez has already directed the deliberation next week on the penalty to be imposed on Guadiz for   his failure to meet the minimum standard set by the code.
